There are manufacturing authorization requirements, not administrative license:

After obtaining ASME authorization certificate, the scope of authorized manufacturing is relatively wide. For example, after obtaining S authorization certificate and stamp, it can manufacture all boilers in ASME Section I and power piping in ASME B31.1.

(Note: ASME Code does not classify boiler by pressure)

There are administrative licensing requirements, classified by pressure level:

Class A boiler manufacturing license: unlimited pressure.

Class B boiler manufacturing license: steam boiler with rated steam pressure ≤2.5 MPa.

Class C boiler manufacturing license: steam boiler with rated steam pressure ≤0.8 MPa and capacity ≤1t/h; and hot water boiler with rated outlet temperature <120℃.

Renew the certificate every three years.

It shall apply to ASME headquarters six months in advance, and the renewal review shall be jointly conducted by ASME authorized personnel and authorized inspection agency representatives.

Renew the certificate every four years.

It shall apply to State Administration for Market Supervision six months in advance, and the renewal review shall be conducted by China Special Equipment Inspection and Research Institute.

Boiler design permit

No need design authorization.

No design permission.

The design documents shall be reviewed by qualified third-party inspection agencies (i.e., TUV, BV, Lloyd’s), and stamped and signed before production.

The design documents shall be identified and reviewed by government-designated approval authority, stamped and signed, and provided with identification/review report.

No classification

Classified according to rated working pressure, such as Class A boiler, Class B boiler, etc.

HRSG can be designed according to ASME Section I or Section VIII Division I depending on specific component structure.

Requirement for person in charge of boiler manufacturing quality assurance system

There is no mandatory requirement for quality assurance system personnel.

There is mandatory requirement for quality assurance system personnel, such as profession and occupation condition.

There is no requirement for the number of welders.

There is mandatory requirement for the number of welders.

The welders shall be trained and assessed by the manufacturer, and issued with certificate.

Welders must be trained and tested according to Examination Rules for Special Equipment Operators to obtain the qualification certificate.

There is requirement for the educational background and working years of NDT personnel.

Class III and I/II NDT personnel are necessary.

1. NDT personnel shall be qualified and issued certificates according to SNT-TC-1A.

2. NDT personnel can only work on behalf of the manufacturer that certifies them and issue relevant test report.

There is requirement for the age, educational background, experience (years of certification) of NDT personnel.

1. NDT personnel shall be trained and examined according to Examination Rules for Nondestructive Testing Inspectors of Special Equipment to obtain the qualification certificate and apply for practicing registration.

2. NDT personnel can only work on behalf of the registered unit and issue relevant test report.

Supervisor: Authorized Inspector (AI) or Authorized Chief Inspector (AIS) holds the certificate signed by NBBI.

Boiler manufacturing supervision and inspection personnel shall hold qualification certificates issued by government department.
